For conversion, it appears that one needs to pay for the $96 TVSuite H.264 version. Actually, it seems like they force you to buy the $96 one just to open *.wtv files, though one could use the converter built-in to Windows to convert from *.wtv to *.dvr-ms to deal with that. Like I said, I'm fine with manually splicing the video to get exactly what I want.
